What does ‘Carrier’ mean in travel insurance?

In the Product Disclosure Statement (PDS), ‘Carrier’ means an aircraft, vehicle, train, tram, cruise ship, ferry, vessel, or any other form of public transport that is operated under a licence for the purpose of transporting passengers. The definition does not include taxis.
