2) Contact the local embassy or consulate http://dfat.gov.au/about-us/our-locations/missions/pages/our-embassies-and-consulates-overseas.aspx
3) Contact the Department of Foreign Affairs and Trade DFAT http://smartraveller.gov.au/help/Pages/default.aspx

Please note that when you are overseas, the local laws and penalties apply to you. 

The Australian Government cannot override the local law.
